In the last few decades, people have been noticing an increase in phone harassment in different forms. 

The most common form is sexual harassment over the phone. Usually, people who are harassed by a stranger on the phone are not able to get a legal injunction to stop them from doing so. Unless you can prove that you were threatened or intimidated by the person on the other end of the line.

However, if someone is constantly harassing you with messages and calls, it may be considered as a form of stalking which is illegal

If a person harasses you on the phone, you have the right to ask them to stop. You are also entitled to take your phone away and not answer the call if they do not stop the harassment.

If someone harasses you on the telephone and continues when they are asked to stop, it can be classed as an assault. If this happens, put down your phone and call 999 or 112 depending in which country you're in.
